Yes and no
Tuning is not a problem. The mechanism doesn't really get in the way,
As for regulating, that depends. The only things you have to watch are the tangents under the keys and the optical sensors. It's just a standard regulation if you know the specs. If you've had to regulate it a long way from the truth, then you may have to re-run the system to realign itself, but I've never had to do that because I put it to factory specs.
Good luck getting a Yam tech out to fix any electronic issues. I have clients who have been waiting up to four years for parts.
but they are Mk2 and mk4

I had a piano tuner out and he said because there is no hammer rest felt it's only solenoids that hit the hammers that's why I get a bit off clunking noise on piano keys and he has tuned a normal u1 Yamaha and that has a hammer rest felt at back of hammers is that correct

No, Yamaha Silent/Disclavier Pianos don't have a felt hammer rest rail. They have a foam one, which is quieter.
The solenoids push the keys not the hammers

That's a very old model, I'm surprised it's still working. They will be clicking noisily,, I never actually tuned one that old; the ones I do are mk3 and up.
