I wouldn't let him near it and certainly not let him take anything away.
It sounds as tho' something is very wrong.

Like Sussex Pianos I've no clue as to what your "tech" is on about. On a piano,blubbering is likely to be caused either by the touch being wrong(too shallow), the set off too late, the checks wrong,or the slap rail set too far in so the jacks can't escape properly. Bear in mind the latter ...

i can't remeber. If they have then to touch the backtouch packing is instant death. My best advice is to leave the back well alone, replace the backtouch with EXACTLY the same gauge felt( if it's not all in the bin or sustains some sort of life ,short of moths and meece) and work forward-centre firs...

don't remove the backtouch unless completely eaten.
Urgently fina half decent balance washer and front baize as a pattern of the gauge as you won't know the proceedure from scratch.

The possible causes are too numerous to list.
If you want to have a go, take a close look to see if it is a)the hammer sticking, b) the bits between the hammer and the key sticking or c) the keys sticking.
It's likely to be all three.
The answer is to pay a tech who will tell you instantly
