COSTA ACTIONS

Can anyone out there help me with a precise definition of a Costa Action? I have collected and defined many types of upright piano action, including the spring-and-loop ones with long hoppers, but although some of these are sometimes described as being Costa Actions, I can't find a precise definition, or origin of the term.
